SPEAKER WITHEM:  All of those in favor vote aye.  Opposed.  It is advanced.  Mr. Clerk, LB 270.

 

CLERK:  Mr. President, with respect to 270, I have Enrollment and Review amendments, first of all.

 

SPEAKER WITHEM:  Senator Kristensen.

 

SENATOR KRISTENSEN:  Thank you, Mr. President, members of the Legislature.  I'd move the E & R amendments to LB 270.

 

SPEAKER WITHEM:  All those in favor say aye.  Opposed.  The E & R amendments are adopted.  Mr. Clerk.

 

CLERK:  Senators Warner and Kristensen would move to amend the bill, Mr. President.  (See AM1173 on page 1230 of the Legislative Journal.)

 

SPEAKER WITHEM:  Senator Kristensen.

 

SENATOR KRISTENSEN:  Thank you, Mr. President, members of the Legislature.  This amendment does two things, well, it does three things.  The first one is there are some E & R changes that were not included in the E & R amendments that we make and change those.  Those aren't particularly large.  The second part is not a large amendment either or substantive in great nature, other than it makes some changes in recognition of Douglas County because of the way on some of the things that are done in the Buffalo ...  or in the Buffalo, in the Douglas County Courthouse with efficiencies that we've done, they have combined some of the functions, so you can have a one-stop for some of the motor vehicle things.  Instead of going to the treasurer, the clerk and the assessor, they found some way that those three

offices cooperate and work together.  And so this makes some changes in there that says that...made some reference that you go to the assessor, we add "or to the county clerk" in several spots, in recognition of the special circumstances that Douglas County has.  The third thing that it does is it clarifies that in the greenbelt legislation we made other changes-in 270, talking about ag land valuations, that they are to be 80 percent of market value.  That reference is made in a number of other sections.  We want to make sure that those same references were made also when it came to the greenbelt.  It just makes it consistent, does not change the substantive law, but it's a matter of making It uniform in the reference throughout it.  And I would be happy to answer any questions, but I would urge the adoption of this amendment.  I think it is clarifying and clean up in many respects.
