Stabilization Factor

The Stabilization Factor, as the name would imply, was created in 1997 (LB 806) in order to bring about more stability in each district’s state aid from year to year.  The Stabilization Factor in truth is a form of a hold harmless provision so that districts do not take major dips in state aid compared to the prior year.

The Stabilization Factor only applies to those local systems that have not been assessed a Minimum Levy Adjustment.
