Reorganization Incentive Payments
In 2004 the Legislature passed legislation (LB 1091) to provide reorganization incentive payments to Class II and III school districts that meet the qualifications.
Qualifications:
- The consolidating Class II and/or III districts must each have less than 390 students;
- The incentive payments only apply to consolidations with an effective date after May 31, 2005, and before June 1, 2007;
- The consolidation must be approved for incentive payments by the State Committee for the Reorganization of School Districts.
- A reorganization study, including efficiency, demographic, curriculum, facility, financial, and community components, must be completed by the consolidating district(s);
- If the study is completed and the reorganization will most likely result in more efficiency in the delivery of educational services or greater educational opportunities, the state committee may approve incentive payments;
NOTES: (1) Reorganization incentive payments would not count toward a district’s state aid until the 2005-06 school year; (2) the base fiscal year incentive payments will not be included in local system formula resources.
