SPEAKER WITHEM:  You've heard the motion.  All in favor say aye.  Opposed.  LB 210 is advanced.  LB 397.

 

CLERK:  Senator Bruning, E & R amendments, first of all, Senator.

 

SENATOR BRUNING:  I move to adopt the E & R amendments for LB 397.

SPEAKER WITHEM:  Senator Kristensen, to open on your amendment.

 

SENATOR KRISTENSEN:  Thank you, Mr.  President, members of the Legislature.  This is a further corrections to the E & R amendments that were suggested to me by the E & R people, the technician, and I believe that they should have been...  it's been a bill that's had a number of clean-up things done to it.  it makes a number of those clean-up changes, and this is just an additional one they found after the original E & R amendments were done.  So I would urge their adoption.

 

SPEAKER WITHEM:  Senator, there are no lights on.  Do you have a closing?  Closing is waived.  The question is the adoption of AM0384.  All those in favor vote aye, opposed vote hay.  Record.

 

CLERK:  26 ayes, 0 nays, Mr.  President, on the adoption of Senator Kristensen's amendment.

SENATOR KRISTENSEN:  Thank you.  Mr.  President.  Mr.  Clerk, is that the amendment dealing ...  that I just filed this morning.

 

CLERK:  It's AM0362, Senator.

 

SENATOR KRISTENSEN:  Okay.  Very good, thank you.  Mr.  President, members of the Legislature, this particular amendment does one thing.  This bill has got the E clause on it.  In Revenue Committee, we have another bill that deals with a variety of things and the duties with the calendar, the property tax calendar.  One of the items that we have suggested to do is the greenbelt law, to move the application of the date that you file for the greenbelt designation from May 1st until August 1st.  It's a delay to give people more time to do that.  The reason that we want to do it is that it gives people the

time to have their appeals done, to have their valuations go through the process, and then look at the greenbelt designation.  I think people in Lancaster County, they want to go to countywide greenbelt types of things.  This just would delay that until August 1st of this year, even though it has ...  this bill will have the emergency clause.  That way a later bill we will not have to put an emergency clause on, and I would urge its adoption at this time.  Again, it's the greenbelt date from May 1st back to August 1st.  That is acceptable, I believe, with the Department of Revenue and with the Property Tax Administrator.  Thank you.

SPEAKER WITHEM:  You've heard the motion.  All in favor say aye.  Opposed.  It is advanced.  Mr.  Clerk, L ...  LB 486, members, I will.  announce it will be passed over.  I may also announce at this time that, as I indicated, the agenda contemplates in about an hour and fifteen minutes pausing where we are and advancing bills that do not have amendments.  At this point, the following bills do, in fact, have amendments and will not be considered during that time period.  They would be LB 103, 344, 30, 68, 58, 469, 364, 199, 453, 182, and 229.  Those are bills that do have pending amendments.  Obviously, any of the other bills between now and 11:45 could also have pending amendments, but at this time, it is LBs 103, 344, 30, 68, 58, 469, 364, 199, 453, 182, and 229.  With that, Mr.  Clerk, we will now move on to LB 103.
