| Shall the Nebraska Constitution
be amended to provide that, for fiscal years ending after January
1, 1991: (1) total appropriations for the state, funded
with state taxes and fees, shall not be increased more than 2
percent over the prior fiscal year; and (2) budgets of local
governments shall not be increased by more than 2 percent over
the prior fiscal year? An increase exceeding 2 percent
in state appropriations would be permitted if authorized by a
four-fifths vote of the legislature. An increase exceeding
2 percent for local governments would be permitted if approved
by a majority vote of the local electorate. |
